DUANE R. BREITLING was born in Northwood, North Dakota, on October 25, 1938. He attended public schools in Jamestown, North Dakota, and Virginia Beach, Virginia, graduating from Princess Ann High School in Virginia Beach in 1957. In 1962, he received a Bachelor of Philosophy degree from the University of North Dakota, majoring in political science. In the fall of 1962, he enrolled in the University of North Dakota School of Law and, in 1965, received his Juris Doctorate degree, with distinction. While studying there, he was Note Editor of the North Dakota Law Review, Volume 41 of the University of North Dakota Law Review, 1964/1965, and a member of the Editorial Board. He is the author of two articles published in the North Dakota Law Review: "Insurance -- Liability of an Insurer in Excess of the Policy Limits for Bad Faith or Negligent Settlements", Volume 40, 1964, and "Eminent Domain -- Regulations Relating to Highways and Streets -- Compensation for Loss of Access", Volume 40, 1964.

He is a member of the Bar of the States of North Dakota and Minnesota, as well as the American Bar Association, the North Dakota Trial Lawyers Association, the Minnesota Trial Lawyers Association, the Association of Trial Lawyers of America, and the Cass County (North Dakota) Bar Association, serving as its President in 1980-81, and is a past member of the Board of Governors of the State Bar Association of North Dakota.

Mr. Breitling practices in the area of personal injury, general litigation, and water law. He is licensed to practice in the states of North Dakota and Minnesota and is admitted to practice by the Federal District Courts in the States of North Dakota and Minnesota and the Eighth Federal Circuit Court of Appeals.
